After wreaking what havoc suits his whim, whether looting, vandalizing, and harassing/assaulting whomever might get in his way, Boggs is not to be approached one on one. Seen on numerous occasions, not only swooping down to attack foes on large and powerful wings, but also swiping at foes in his wake with a handful of knives. And while he has no problem taking foes on close up, if he should ever be surrounded, he simply vanishes into thin air. Once thought to have been on the verge of getting caught, he simply ran into a nearby crowd on the walkway; how no one recognized him is yet unknown. Though, further research will have to be conducted in-office, until the current weather lets up.

Does it involve teleportation? The power in and of itself is not directly linked to teleportation, but teleportation can result.
Does he always have wings? I believe, for as long as the power is in use.
Are his wings natural, mechanical, can they be used as weapons? Natural wings, and yes, they can be used as weapons.
Are the wings the source of his power, the main effect of his power or a by-product? A byproduct. Just like numerous other factors of his appearance and the situation at hand.
