The Spanish name came from the original Mexican invaders, who used it as a base for some time. When they left, they took all their fancy equipment--and all the people in Cabral who knew how to make and use that kind of technology. That's why the town is so destitute; the most tech-minded man left is a senile gunsmith with 10 teeth.

okay, good, so like not even ONE place, it's numerous places and numerous overlords and their not all conspiring together or in league with one another...that is GOOD

I have a few Ideas for a few of these guys. When we finally get to them, they would be awesome to use...not gonna post 'em, though, until you guys say that posting the overlords is a good idea...

As for Immutability and Anti-Telepathy...uh, Immutability no beause nothing truly changes about the user except how much force he gives off (and it's not an actual diminishing of strength, but rather a psychic compulsion to give off less than your potential strength due to your finding the user attractive, and not wanting to harm her); and Anti-Telepathy would be only work if the power's basis was telepathic, which it isn't (it's subliminal, meaning it goes beyond the conscious mind, surpassing barriers and resistances that could be used to resist normal mental abilities)
