Well, in my case, I first make a draft on paper of how I want the illustration to look. Then, I scan it and use it as a guide to draw the figures on Photoshop. I think JoeD has a graphic tablet, allowing him to draw directly and precisely on his computer, while I only have a boring mouse. I could add the same amount of details as he does, but it would take me a lot more time than him (the skeleton for the De-Bone power was fun to draw on paper, but it was hell on Photoshop). That's why my figures are more simple than his. I don't bother with muscle lines, hair, or fingers sometimes.

Usually, there are tutorials on the Internet to create certain effects on Photoshop, like fire or lightning. But, sometimes, I like to experiment and create effects by myself. It's a matter of trial and error. If it doesn't look good enough, I try again.

You could try Gimp. It's free, but I don't know exactly how useful it will be.

I used it to make those title things in the Skull Army thing.
