So, I'm thinking of doing one for each general type of crime.

Murder, fornication/adultery, theft, etc.

I would define spiritual manifestation as how spirits and other etheric or supernatural things manifest in our world. Such as ghostly form, a fog, or even other things like huge killings or events. They would cover this excluding gods manifesting in this world.

No. He wants to make a counter of everyone else's gods so that if we ever oppose him he can stop us. He hasn't made one for Shadow yet, but he will, and I've evaded having one, as a god of Death was created as an NPC, and I already made a god of Fire.
