Confusing, I thought it operated on a midnight basis for everybody.

It's more noticeable if you live very far from the US: you can actually see the daypower change during the day because midnight happens much later/sooner. So, you can have the possibility to acquire two superpowers on the same day, but if you do, you won't be able to on the next day.

That's impossible... I guess, as it would means that midnight (GMT-5) happened twice during the same 24 hours. But, maybe it's possible due to daylight saving thingamabob.
