Ground Manipulation + Name Dropping + Obsession Generation:
1) Make people recite the names of Ground Manipulation, Name Dropping and Obsession Generation.
2) The range of Name Dropping and Obsession Generation increases, allowing us to use hundreds of people, some several kilometers away, to boost Ground Manipulation.
3) The power and range of Ground Manipulation becomes so great, we can manipulate the entire planet.

There, that should be enough to stop most low-level super-powered maniacs.
