I would just invest in an artifact that creates a large shield, big enough to cover a city.

If someone does attack, herd your people in there until you can open up a gate to your plane.

When I want to be, I can go ignored for long periods of time. Usually I can sit down next to someone and listen to a conversation for about six minutes before any of them realize I'm there.

I have been doing other things, but yes I do not like Jester's requested Divine Artifact. Even the Yata requires extra expenditure of motes to chain souls to it.
