The effect of an artifact is pretty much the reason it is created. The cobat bonus is just that....a bonus. He's bascially made Create artifact an inherant action. This bothers me and I am making that known.

But fine, if my pleas are to be ignored then I accept that. I'll move on.

It's better to have the mote costs set in stone than having the GM decide for each individual Divine Action when it occurs. Reason? People can complain about favoritism if you choose the price when they do the action.
