I think I said like seven (7) percent of the population had powers. Or something like that.

Nobody, of the cast I've introduced so far, has actually had powers, as best as I can remember, except Uburra-Namall's Heroes.

 Would it make a difference if I added in the caveat that the superpowers are mostly passive, like passive Empathy, passive Telepathy and weak Plant Growth of an empathic nature?

Not to mention, there are some tribes where everyone has powers, and tribes where no one has powers.

No, the divine servitors are the micro organisms. And there are several trillion of those.

Although I do have an idea to create a small system of technologically gifted wee people.
