I'm not sure how even magic could condense a cloud without making it water and even if it could, it would still be a cold and wet place to live.

Or it could be what I meant, regular cities built on clouds, as in the city being supported by a giant cloud

You'd face the same problems though. How do you build on top of a cloud without condensing it? Unless maybe you just magically lift the city, but then there would be no need for the clouds. It would just be a floating city.

Yes but those limits are far vaster than you have to worry about to float cities on clouds. Plus, Zale is the RP's GM so....

If it makes you happy, it can be a magically created substance that just superficially looks like clouds.

The reason why is simple. A mass of clouds is less attention attracting than a flying city.
