so it's not precognition...and it's not retrocognition...and it's psionic... Is it one of the abilities where you can see the past events that happened in the room? Is it an ability that allows onself to pick and choose which time to be in mentally?

Yes, time is the only aspect of the power.
No limit to how far he can travel forward or backward in time.
No condition he has to fulfill in order to travel through time.
